During Davies' time in sin-bin, the Tigers scored 12 out of their 15 points.
Freddie Burns' late drop-goal earned Leicester a 15-12 win at Twickenham.
A panel of independent disciplinary judges will render a decision on the offence in a hearing at a date yet to determine.
